Temporary funding for the new aquatics facility and East Side Drainage projects was approved at Tuesday’s Garden City Commission meeting.


The commission approved the resolution for the funding 5-0.


Melinda Hitz, city finance director, said the resolution authorizes temporary taxable notes for a total of $16 million to begin construction of the projects, which were approved at previous meetings.


"This is over a two-year period of time at a 1 percent interest rate,“ she said. ”When we go to the final (general obligation bonds) financing, the payments will be made out of Fund 40, Bond and Interest Fund on these two projects.“


The funds will be used to pay costs of the project, costs of temporary financing and estimated engineering and contingency costs.


The commission also approved Task Order Number 3 between Garden City and HNTB Corporation for environmental engineering services for the Garden City Regional Airport terminal project.


Rachelle Powell, director of aviation, said this is the first step needed before getting into design of the new terminal.


The environmental study will roughly cost $5,506 and will be eligible for reimbursement under CARES Act funding, Powell said.


“It’s an upfront cost to the city, but it will be reimbursed through the CARES Act,” she said.


In other business:


• Property located generally west of 1603 W. Mary St. and east of Ray Road, which was annexed into the city in April, was rezoned from I-1, I-2 Light- Medium Industrial (County) to C-2 General Commercial District (City).


• Amendments were made to the Garden City Zoning Regulations “PUD” Planned Unit Development for clarification for developers and city staff to be able to administer it more easily, and to allow for parking and setback reductions.
