Hometown Heroes honored for service to community

First responders protect and serve the community and several have been recognized for service beyond the norm in their positions.

GARDEN CITY POLICE DEPARTMENT

MEDALS OF VALOR

Cpl. Josh Doull and Field Training Officer Chris Seeman

Doull and Seeman both received Medals of Valor in February 2025 following a blizzard that hit the area on Jan. 8, 2024, for their efforts in rescuing individuals stranded during the storm.

During the blizzard, which brought heavy snow, winds over 65 mph, freezing temperatures, snow-covered roads and whiteout conditions, Seeman and Doull engaged in efforts to rescue stranded individuals and to take them to safety.

Seeman drove a Humvee, leading rescue efforts west and south of Garden City.

In some areas he had to leave the vehicle and walk in zero visibility, through waist-high snow to reach the stranded people.

Additionally, the Humvee’s heater didn’t work, which left him wet, freezing and at risk of harm.

Doull used a Bearcat to lead rescue efforts on Kansas Highway156. He initially couldn’t get through because of jack-knifed semi-trucks blocking the road, but once the path was clear, he traveled nearly 30 miles, rescuing all who called for help.

Like Seeman, Doull at times had to leave the Bearcat and wade through deep snow and blinding conditions to pull people to safety.

Seeman and Doull’s efforts resulted in 12-15 people being rescued. There were no injuries or deaths from the blizzard.

GCPD EMPLOYEES OF THE YEAR

Community Service Officer Troy Davis and Communications Supervisor Natacha Mangan

Davis and Mangan were named the 2024 Sworn and Non-Sworn Employees of the Year for the Garden City Police Department, respectively.

Behind the scenes, Davis ensures the GCPD’s operations run smoothly and he proactively fills in any gaps.

Throughout his career with the GCPD, Davis has demonstrated dedication, reliability and a strong work ethic.

Last year, Mangan took on the role of Communications Training and Evaluation Program Coordinator, and was instrumental in restructuring the program, to include scheduling specific courses to build a stronger base for newly hired dispatchers and working with trainees to ensure all involved were well-rounded and informed.

She set an example for Communications Training Officers and Supervisors alike and worked to recognize employees and informally increase camaraderie across the department.

GARDEN CITY FIRE DEPARTMENT

2024 FIREFIGHTER OF THE YEAR

Lt. Cooper Wilson

Lt Cooper Wilson is the 2024 Firefighter of the Year.

Erinn Stillwagon, Garden City Fire Department Public Information Officer, said Wilson embodies what it means to be a firefighter in skill and heart.

“His dedication to mentorship, his wealth of knowledge, and his unwavering positivity make him an extraordinary leader among his peers,” she said. “Whether he’s training the next generation, lending a hand, or simply showing up with his passion for the job, his influence is felt by everyone around him.”

His love for the fire service is something Wilson carries and shares and his impact is felt beyond “the fireground”, Stillwagon said.

“Because of that, the firefighters beside him are stronger, sharper, and more inspired,” she said.

Wilson is a native of Garden City, where he resides with his wife Michaela and their four children, Ashland, Braylon, Emersyn and Gracen.

2024 DISTINGUISHED SERVICE AWARD

Firefighter II Gerardo Rivas

Firefighter II Gerardo Rivas doesn’t hesitate when called to action.

Stillwagon said while off duty, with no gear or a crew and without a second thought, Rivas ran straight into danger during an explosion incident.

“His quick thinking and bravery in the face of uncertainty exemplify what it truly means to be a firefighter,” she said. “For his selfless actions and unwavering courage, Gerardo was presented the Distinguished Service award at the 2024 GCFD banquet, a recognition well-earned for his dedication to protecting others, no matter the circumstances.”

Rivas is a native of Garden City, where he resides with his wife Haydee and their two daughters, Camila and Marianna.

RON PEEK AWARD RECIPIENT

Firefighter II Lucas Donovan

Firefighter II Lucas Donovan received the Ron Peek Award at the 2024 GCFD banquet.

Stillwagon said the award is given to those who embody the spirit, dedication and heart of the fire service.

Donovan embodies Peek’s legacy of being a leader, mentor and someone who shows up for others without hesitation; leading by example and putting the team and community first with unwavering commitment to service, integrity and brotherhood.

“(Donovan’s) work ethic, and willingness to go above and beyond for his fellow firefighters and the people of Garden City, making him truly deserving of this recognition,” she said.

Donovan is a native of Finney County and resides there with his wife, Ashlee, and their two daughters, Emmalin and Madalyn.
