The Cold Weather Rule, in effect from Nov. 1 until March 31, helps ensure people will have heat during the winter in their homes. This applies to utility companies regulated by the Kansas Corporation Commission.

Utility companies must send written notice to customers 10 days before disconnecting heat, plus make a phone call or personal contact the day before. The utility company cannot disconnect when the temperature is forecasted to drop below 35 degrees in the next 24 hours. A utility may start final notification and disconnection process if there is a 48-hour forecast of temperatures above 35 degrees.

To keep from getting disconnected, individuals must make payment arrangements by phoning the utility company. Customers have the option of spreading the payment over a total of 12 months. They must agree to pay 1/12 of the overdue bill plus 1/12 of the current bill plus any disconnect or reconnect fees.
