Area judge to direct juvenile services in Nevada

A southwest Kansas man with a history of public service in the region has been appointed to be the Director of Juvenile Justice Services for Clark County in Nevada.

J. Russell Jennings, who developed most of his 34 years of law enforcement experience in southwest Kansas, will begin the new position Monday. He served as District Magistrate Judge for Kearny County District Court for 13 years, along with serving as Director of the Southwest Kansas Regional Juvenile Justice Center and Commissioner of Juvenile Justice for the State of Kansas. Jennings also was part of the Kansas substance abuse board, the Kansas sex offender board, the Lakin City Council, and served as Cabinet Transition Director for former Kansas Gov. Mark Parkinson.

"This is an important public safety and youth intervention position," Clark County Manager Don Burnette, who made the appointment, said. "This department deals with thousands of delinquent youth each year and it's their job to help try to turn their lives around so that they can become productive members of society."

Juvenile Justice Services for Clark County deal with over 25,200 referrals each year for delinquent youth 18 and younger. The program has a $43 million budget, a staff of 500 and several facilities including a 192-bed juvenile detention center.

"I am excited about the opportunity to lead the Department of Juvenile Justice Services for Clark County," Jennings said. "I will work hard to build upon the strong foundation in place and seek to improve public safety in the county through effective interventions in the lives of offending youth so that they may become law abiding self-sufficient adults."

Clark County includes the Las Vegas strip and is the nation's 14th largest county.

Jennings

Gov. Brownback was a boob to drop Jennings as Secretary of Juvenile Corrections and replace him with that security gurard, who has no experience running such an operation.
