The Garden City Community College Board of Trustees approved a series of purchases and agreements during a Tuesday morning meeting.
Terri Worf, Steve Sterling, Jeff Crist and Merilyn Douglass attended. Ron Schwartz and Dr. Bill Clifford were absent.
The board voted unanimously during the consent agenda segment of the session to authorize installation of fire alarm systems in two buildings, as well as replacement of floor covering in a portion of Saffell Library and replacement of 50 computers in the Academic Building.
The board also approved fire alarm installation services in the library building and the Dennis Perryman Athletic Complex.
The installation will be handled by Caro Electric, Garden City, which submitted a low bid of $24,500.
Work is scheduled to take place during the holiday break, according to an outline provided by Herbert Swender, GCCC president.
Bids from two other Garden City electrical firms and one in Wichita ranged from $38,971 to $47,300.
The floor covering replacement will take place in the Mary Jo Williams Comprehensive Learning Center segment of the library, at a cost of $25,920. The president noted that J&M Paint and Decorating Center, Garden City, submitted the only bid.
The computer purchase will provide 25 Hewlett-Packard units and Acer monitors for a new student lab in the Academic Building and 25 others for the Frederick Finnup Computer Lab, located in the same building. The equipment will come from CDW-Government, of Vernon Hills, Ill., which submitted a bid of $43,675. Four other bids from vendors in Garden City, Kansas City, Mo., Chicago and Auburn, Wash., ranged from $62,616 to $76,498.
The consent agenda approval also included an annual advertising agreement with The Telegram, which will provide unchanged display and classified advertising rates of $8.66 and $6.72 per column inch for the third consecutive year. The agreement is contingent upon GCCC investing at least $40,000 over the course of the year, with the newspaper allowing insertion, printing and other charges to apply toward the discount guarantee in addition to advertising, according to the college.
The board also voted unanimously to continue the institution's capital outlay levy.
In addition to general fund property taxes, GCCC has levied about one mill on the Finney County property tax base for capital improvements each year since 1972, with renewal of that authority required at five-year intervals.
The latest five-year resolution, which will produce about $497,000 in annual revenue at present valuation, is a follow-up to measures taken in 2007, 2002 and at previous five-year intervals. The action will automatically become effective unless protested by valid petition within 60 days of final legal notice.
Capital outlay funds go for specific, board-approved improvement projects, which are regulated under Kansas statute, and cannot be used for general operational purposes.
Trustees also met new employees, reviewed monitoring reports and heard a president's report from Swender at Tuesday's meeting.
New personnel introduced included Bruce Exstrom, vice president for student services; Shajia Donecker, adviser in the Educational Talent Search Program; and Virga West, manager of the campus book store. West has served 13 years as manager of the Broncbuster Book Store, but recently became a GCCC employee when the college assumed management of the retail operation from Follet Higher Education Group of River Grove, Ill.
