USD 363 gets good news after audit

HOLCOMB — USD 363 Superintendent Demitry Evancho informed the USD 363 Board of Education Monday night that the Kansas State Department of Education's internal audit of the district's weighted enrollment will increase the district's budget by $36,000 over the previously published budget.

Evancho said in August that the district had a written budget at 1,511 weighted enrollment, and after the audit it increased to 1,597.8.

He expects the budget to increase to $6,410,373, which is $36,000 more than previously written.

"It's very positive because we did show an increase in the maximum budget authority," he said.

Evancho said the district would have gained more money, but in December 2009 the state cut $206 per weighted student.

Evancho said the board previously had been preparing for the worst-case scenario in case the audit did not come back in the school's favor, including combing through the budget and looking for ways to cut back.

The audit gave the school district a final count on its full-time equivalency numbers. In the funding formula school districts use, a student in first grade through high school is counted as one. Kindergarten students are counted as .5. School districts receive more funding for some students, including at-risk students, bilingual students and students who are in vocational programs or ride the bus.

Evancho said during a September 2009 head count that the district was two students over the 40 percent threshold for at-risk students that results in additional funding.

In other business:

* The board approved the refinancing of 2002 bonds that could gain $40,000 to $45,000 over the next five years if refinanced, Evancho said.

Evancho also discussed the elementary school principal search. He said the district currently has 17 candidates for the position. He plans to screen the candidates and have the board involved in the final selection. Evancho plans to conduct phone interviews with the candidates and hopes to have a recommendation by April 12.

The board accepted the resignation of Phil Keidel, elementary school principal, in February.

* Evancho said the district approved the 2010-11 school calendar and approved out-of-state travel for football coaches who want to attend a camp.

Evancho said the district will allow the coaches to travel. The only expense coming from the district, Evancho said, is the use of a school vehicle. Everything else will be paid out of the coach's pockets or will be money they have raised themselves through concessions.

Evancho said he considered the desperate times of schools and decided since some academic travel has been limited during the school year, athletic travel also should be.

"What really echoes in my ear is if you've got money for athletics, you've got plenty for academics," he said.

* The board also approved raising a reimbursement for KDOT physicals for bus drivers from $30 to $75.

* The board hired the following: Rosa Guillen, full-time custodian; Bruce Herman, full-time custodian; Jason Pope, full-time custodian; Jennifer Barett, head high school volleyball coach; Tim Parker, assistant high school softball coach; Michelle Baier, assistant middle school track coach; Judith Zimmerman, assistant middle school track coach.

* The board approved the following resignations: Robert Krug, high school science teacher; Rosa Guillen, full-time custodian; and Noemie Holguin, full-time custodian.
