Trustees approve student fee distribution

Garden City Community College trustees reviewed the distribution of student activity fees and extended the paramedic program during their meeting on Wednesday night.

The Board of Trustees received a report on how the GCCC Student Government Association allocated funds from the $21 per credit hour that students pay, which goes toward activity fees.

This year, $410,935 was dispensed to 36 campus organizations. The totals ranged from $195 for a pair of organizations for nursing students to $222,000 for scholarships.

The $21 activity fee has not increased in several years.

SGA receives proposals and conducts hearings each year as part of the allocation process, giving each organization a chance to present a funding proposal.

Carol Ballantyne, GCCC president, said SGA decides how to spend the money that students pay in fees.

"It's a good learning experience for them," said Trustee Bill Clifford.

Recipients range from the Phi Theta Kappa academic honor society, the Hispanic American Leadership Organization, Science Club and Student National Education Association to the Block and Bridle Club, student news media, Creative Writing Club and others.

The 2009-10 total of $410,935 that was distributed is less than last year's total of $426,172.04.

In the consent agenda, the trustees unanimously approved affiliation agreements between the Emergency Medical Services Technology Program and EMS agencies in Edwards County and Wray, Colo.

The agreement will allow paramedic students in those locations to complete the GCCC-based program through distance learning technology.

In addition, trustees devoted part of the meeting to discussing a recent national community college trustee congress in San Francisco, where the GCCC Adult Learning Center provided a presentation, and the recent annual conference of the Kansas Association of Community College Trustees and the Kansas Community College Council of Presidents.

Trustee Ron Schwartz noted that most of the focus at the KACCT meeting was on the Kansas Technical Education Authority, an appointed panel under the Kansas Board of Regents. Ballantyne said the panel has the authority to approve or deny new technical programs at community colleges and technical schools. It also wields considerable power in determining the funding formula for schools that offer postsecondary technical education programs.

Schwartz said some of the talks centered on a possible statewide marketing campaign to boost public awareness about the value of effectiveness of the 19 community colleges in Kansas.

During the meeting the board also:

* learned that the $12 billion in federal aid to community colleges that was announced in July went to schools in 20 states, but did not include Kansas.

* hired Robin Newland, administrative assistant to the dean of student services and the dean of institutional effectiveness and enrollment services; Samantha Matthews, academic building secretary; Fern Glunt, CNA instructor.

* Accepted the retirement of John Sanders, social science instructor. He will retire in May 2010.
